Debate over tightening sanctions against Russia intensified again during the summer: a bill in both chambers of Congress would expand the administration’s authority to impose stringent restrictions. Blocking measures allow the complete freezing of assets and prohibit any transactions by U.S. persons, making them the most powerful instrument of pressure.

The market will resolve to YES if, from 00:00 UTC on July 10 by 11:59 p.m. UTC on July 31, 2025, an officially published U.S. legal act - a federal law, presidential executive order, or other formal decision - introduces new blocking sanctions on Russian state-owned or private assets, including third-party dealings with those assets.

Data source: the official U.S. Department of the Treasury website (treasury.gov), OFAC sanctions press-release section, and, if applicable, the enacted federal law on congress.gov or the presidential order text.
