The market will resolve to YES if, between 00:01 UTC on July 31, 2025 and 23:59 UTC on September 30, 2025, the Max messenger experiences a service outage lasting longer than three hours across the majority of the territory of the Russian Federation that is not attributable to broader problems such as an overall internet shutdown or failures of shared infrastructure services.
